About FROST'D :
The Foundation for Research on Sexually Transmitted Diseases, Inc. (FROST'D) is one of New York City's oldest minority AIDS service organizations. The agency evolved from a 1980 New York City Department Of Health epidemiology grant under which founder Dr. Joyce Wallace developed and published the first data definitively establishing the vulnerability of women to HIV infection (MMWR, 1981; 1982; Lancet, 1983). A 1984 grant enabled Dr. Wallace to further her pioneering work with female street-based sex workers and female partners of injection drug users, further documenting factors associated with immune deficiency in women. Recognizing the dire threat posed by HIV/AIDS to women as well as men, Dr. Wallace incorporated FROST'D and obtained 501(c)(3) status in 1986. The new agency was charged by its Board to strive to decrease the incidence of HIV infection and other sexually transmitted diseases, ameliorate the impact of HIV upon infected individuals, and provide treatment, residential and palliative services to those with advanced HIV disease.

While the agency got its start in serving prostitutes, our experience in reaching out to and serving female, male and transgender minority street-based sex workers results in much more than a renowned and respected reputation as �that agency that works with prostitutes.� Our work with a severely traumatized, vulnerable, mistrusting and fragile population taught FROST'D the very principles of harm reduction years before this term became a mantra for work with hard to engage, substance-abusing persons at risk for and living with HIV/AIDS. FROST'D is proud to have developed and utilized a harm reduction approach from its very underpinnings, and is able to document the efficacy of this model. Harm reduction is in our blood; we have incorporated its principles into every service we provide.

FROST'D began providing residential services to people living with AIDS (PWAs) in June, 1993, with the opening of Foundation House South, New York City's first DAS (now HASA) funded transitional residence for PWAs. In 1995, another transitional residential program for HASA clients, Foundation House North, was established. FROST'D has provided residential services to PWAs for more than ten years.

In an effort to provide a continuum of care to New Yorkers at risk for and living with HIV/AIDS, FROST'D has evolved to offer community-based programs in three areas: housing; high quality HIV-related primary medical care; and outreach services including case management, advocacy, preventive and supportive HIV/AIDS services, and HIV-related primary medical care.
